About
Mill Park is tucked into the inner east side of outer Portland, roughly between SE Washington Street to the north and SE Division to the south, and between 92nd and 122nd Avenues. The neighborhood is named for the 6.2-acre Mill Park, which in 2025 underwent a major renovation that added a new playground, splash pad, community garden, and gathering spaces — a long-sought investment in a part of the city that has historically been underserved by parks infrastructure. Adjacent to the park is Mill Park Elementary, creating a natural family anchor.
The East Portland Community Center at 740 SE 106th Ave is the neighborhood's civic heart. The large facility includes an indoor pool and programming in ESL, Chinese and Russian language classes, Tai Chi, children's summer camp, guitar lessons, and more — a window into the neighborhood's multicultural demographics. Three major boulevards (SE Washington, SE Stark, and SE Division) cut through Mill Park, but the neighborhood itself is primarily residential. History
Mill Park is a residential neighborhood in East Portland, located east of 82nd Avenue near the busy corridors that run through this part of the city. Like much of the surrounding area, it was part of unincorporated Multnomah County for most of its history and was annexed into Portland during the wave of east-side annexations in the 1980s and 1990s.
The neighborhood filled in largely during the mid and late twentieth century, with a mix of single-family homes and apartment complexes built as Portland's suburban edge expanded eastward. As with other east Portland communities, it developed before the city's investments in sidewalks, parks, and stormwater systems, a gap that has shaped neighborhood improvement efforts since annexation.
