History
Eliot is one of Portland's oldest neighborhoods, just across the Willamette from downtown in inner Northeast. Platted in the nineteenth century, it grew quickly as streetcar lines connected it to the central city, and it still holds some of Portland's earliest residential architecture.
By the mid-twentieth century Eliot was a center of Portland's African American community, with North Williams and Russell streets forming a vibrant commercial and cultural heart. That community bore the brunt of mid-century displacement, as the expansion of Legacy Emanuel hospital, freeway construction, and urban renewal demolished blocks of homes and businesses, scattering longtime residents.
In the twenty-first century Eliot has undergone significant redevelopment, with restored historic homes, new housing, and revitalized commercial corridors—accompanied by ongoing reckoning over the displacement that reshaped the neighborhood.
